Consent Notice
The notice that must accompany or precede a request for consent, informing the Data Principal of personal data, purpose and related rights information.

What it means
Section 5 requires that every request for consent be accompanied or preceded by a notice informing the Data Principal about personal data and purpose, the rights available, and how to complain to the Board. Rule 3 elaborates presentation once the relevant Rules commence. Consent without adequate notice is incomplete as a compliance design.
Worked example
A mobile SDK that pops “Allow tracking?” with no plain-language statement of what data is collected or for which purpose is not a Section 5 notice. A short notice that states the data categories, specified purpose, rights path and Board complaint route — before or with the affirmative choice — is the statutory pattern.
In practice
Version notices, align them to purpose catalogues, and show the right notice in every consent channel. Keep notice language consistent with what you actually process. Rule 3 adds operational detail when commenced — design for clarity now, then map Rule 3 fields as they apply.
